我们证明了在附加的可测性条件下，-循环单调传输计划 能优化 Monge-Kantorovich 传输问题。对于有限值下半连续成本函数，该可测性条件总是得到满足。特别是，这为 C. Villani 著作中的问题 2.25 给出了肯定的回答。我们要强调的是，我们不需要先前文献中所施加的任何正则性条件。
