KP-II 方程由 [B. B. Kadomtsev and V. I. Petviashvili, Sov. Phys. Dokl. vol.15 (1970), 539-541] 导出，用以解释浅水线孤立波的稳定性。线孤子的稳定性已由 [T. Mizumachi, Mem. of vol. 238 (2015), no.1125] 与 [T. Mizumachi, Proc. Roy. Soc. Edinburgh Sect. A. vol.148 (2018), 149--198] 证明。结果表明，调制线孤子的局部相移在横向方向上并不均匀。在本文中，我们获得了多项式局部化扰动下调制线孤子局部相移的 界。
