我们引入了一种用于研究 Willmore 梯度流的参数化框架，该框架能够考虑一类一般的弱能量水平解，并为研究能量量子化与有限时间奇点提供了可能。在本文这一首要工作中，我们局限于小能量情形，并证明对于小能量弱浸入，该类中的柯西问题存在唯一解。
