摘要
1918 年 Polya 与 Vinogradov 给出了特征和最大模的上界，这至今仍是最佳的已知一般估计。本文的主要结果之一对奇阶有界阶的特征给出了 Polya-Vinogradov 界的实质性改进。1977 年 Montgomery 与 Vaughan 展示了如何在 GRH 假设下 sharpen Polya-Vinogradov 不等式。我们给出了他们估计的一个简单证明，并对奇阶有界阶的特征给出了改进。本文还刻画了那些最大特征和很大的特征，并在这些特征中发现了一个隐藏的结构。
