对于给定的 $x$ ，我们考虑当 $\chi$ 取遍所有二次 Dirichlet 特征时 $\sum_{n\le x} \chi(n)/n$ 的最小值。对所有充分大的 $x$ ，该最小值为负，我们给出其上下界。
