我们提出了一种新的用于非相对论区域无碰撞等离子体的Vlasov代码。采用Darwin近似来抑制电磁真空模式。空间积分基于Filbet等人 [J. Comp. Phys. Vol. 172 (2001) 166] 引入的通量守恒格式的扩展。通过将其与标准有限差分格式在两个测试案例（包括Harris片磁重联场景）中进行比较，展示了其性能和精度。该比较表明，所提出的格式是有限差分格式的一个有前景的替代方案。
