微电子开发对大量DOE项目与任务领域至关重要。创建有助于生产半导体的激励措施(CHIPS)以及制造专用集成电路(ASIC)对DOE十分重要，因此允许DOE执行其任务的基础设施必须存在。本文讨论了当前举措，并推荐了一种为DOE构建微电子设计生态系统的商业模式，该模式包含三个主要构建模块：计算机辅助设计(CAD)-电子设计自动化(EDA)设计工具、基础设计IP，以及半导体制造设施的获取途径。
