摘要

为了描述线性各向同性介质的电动力学性质，通常需要介电常数和磁导率。我们讨论了为何需要第三个常数，以及何种物理情境会导致其非零值。我们将这个额外常数称为“活动常数”，记为 $\zeta$ ，它可以纯粹从宏观和唯象的角度解释旋光性及其他现象。
