摘要
本文阐述了信息与通信技术（ICT）中敏捷治理的基础，该基础基于敏捷软件工程方法论的原则与价值观。其开发过程通过系统综述完成，并辅以文献计量学和科学计量学的方法与技术，分析了 ICT 治理项目的关键成功因素（CSF）以及敏捷宣言的原则。随后，采用归纳方法，聚焦于相关概念的融合，分析了敏捷原则如何有助于缩小 ICT 与业务之间的差距。通过概念性调查研究获取了其存在的证据。研究结果定义了 ICT 中敏捷治理的基础与概念，并最终提出开发一个参考模型作为未来工作。
