识别一个国家中领先大学的问题相当容易解决，例如可聚焦于高被引论文或其他卓越指标。有时更具挑战性的是找出“第二波”大学，它们值得获得额外支持，因为这可能帮助它们成为最卓越的“第一波”大学。我们研究了俄罗斯教育系统中被称为“支柱”的此类大学的初始阶段进展。通过“短距离文献计量学”测量的首批结果似乎令人鼓舞。
