本文考察俄罗斯应用集群方法作为克服俄罗斯各地区间经济不平等工具的实践。研究作者分析了俄罗斯集群政策的法律框架，指出其成功实施所需时间比最初计划略长。研究特别关注基准化（benchmarking）的经验。
