弥合危机响应行动与系统之间的鸿沟

摘要
当前危机响应行动的实践中存在巨大问题。响应问题表现为沟通失败、技术失败、方法失败、管理失败以及最终观察失败的组合。本文比较了八个危机响应系统，即：DrillSim [2, 13]、DEFACTO [12, 17]、ALADDIN [1, 6]、RoboCup Rescue [11, 15]、FireGrid [3, 8, 18]、WIPER [16]、D-AESOP [4]和PLAN C [14]。比较结果将揭示当前危机响应行动失败的原因（响应鸿沟）。基于比较结果，我们提出了弥合响应行动与系统之间鸿沟的建议。
