高等教育与前沿科学研究引领任何国家的社会、经济与政治发展。所有发达社会如当前 2022 年 G7 国家：加拿大、法国、德国、意大利、日本、英国和美国，不仅大力投资高等教育，也大力投资各自国家的前沿科学研究。同样，非洲国家要实现社会、经济与政治发展，必须效仿，大力投资高等教育与本土科学研究。
