我们为旋转黑洞的拟正则模提供了严格定义。这些模由某个亚纯算子族的极点给出，与物理学文献中的启发式定义一致。若黑洞旋转足够慢，我们证明这些极点在复平面上构成离散子集。作为应用，我们证明在施加与零共振正交条件后，该背景中线性波的局部能量呈指数衰减。
