政策与实践的矛盾：马拉维卫生部门采用云计算的案例

摘要
本文考察政策执行的动态过程，以及在实际操作层面政策如何与现场现实相矛盾。论文发现，尽管制定了完备的政策，实际做法却与之相悖。以马拉维卫生部的数据存储政策为案例，本文强调，卫生部（MoH）数据存储所处的情境现实取决于若干技术-组织-环境（TOE）因素。在云计算兴起的背景下，其中一些因素成为数据存入云端的诱因，从而与数据存储政策相冲突。
