我们分析了一个包含无质量标量物质场的三维阿贝尔规范模型。通过用局域膨胀Ward恒等式控制迹反常，我们证明在微扰论和BPHZL方案内，Chern-Simons项没有辐射修正。这尤其意味着重整化群方程中相应的函数为零。
