元启发式算法在洪水灾害管理与风险评估中的应用

一个概念区域被划分为若干单元或描笼涯 (barangays),每个单元均在物理约束下允许演化。随后采用一种风险评估方法,利用以下风险因子识别每个社区的洪水风险:区域城市化率、识字率、死亡率、贫困发生率、广播/电视覆盖率以及结构性和非结构性措施的状况。脆弱性被定义为这些组分的加权和。针对脆弱性的降低施加了惩罚。优化比较使用了 MatLab 的遗传算法和模拟退火算法;结果显示,模拟退火算法产生了‘极端’解,而遗传算法则产生了现实的设计方案。
