摘要
地方自治的概念并非新事物，其根源可追溯至摩奴王朝之前的古代。本文描绘了地方自治从远古时代到 21 世纪的历程。此外，在当前情境下，信息与通信技术 (ICT) 已成为传播各类电子政务服务的有效工具，为此印度政府制定了具有充分服务交付机制的国家电子政务计划 (NeGP)。随着 ICT 的融入，中央及各邦政府设计了各种应用，从而加强了旨在农村改革的潘查亚特制度 (PRIs)。本文还阐述了自治中引入 ICT 的必要性，并提供了一些案例研究。
