我们发现，国防新闻冲击对 GDP 的早期影响主要源于企业库存的上升，因为承包商为新国防合同加快生产。这些合同在交付付款（发生于 2-3 个季度后）之前不影响政府支出（G）。关于国防采购义务的新型数据显示，合同授予 Granger 引起 VAR 识别的 G 冲击，但不引起国防新闻冲击。这意味着 GDP 相对于 G 的早期响应主要由国防合同的延迟记账驱动，而 VAR 识别的 G 冲击遗漏了对库存的影响，导致乘数估计偏低。
