The results are unchanged but this version supersedes that published in CQG. The major change is a rewriting of Section 3.1 to improve clarity and correct an error in the general expression for V(r,\theta). Several minor errors are also fixed - most significantly an incorrect statement made in the introduction about the extent of the outer prison in Vaidya. 17 pages, 2 figures
