摘要
本文提出了一个俄语战略规划文档语料库 RuREBus。该项目同时立足于语言技术与电子政务视角。我们不仅开发了新的语言资源与工具，也将其应用于电子政务研究。我们展示了从零开始创建文本语料库的流程。首先设计标注模式；随后采用人在回路策略对文本进行标注，即初步标注由机器学习模型得出并经过人工校正。已标注文本的规模足以展示从 RuREBus 中可获得的见解。
