摘要
欧盟于2022年通过的数字服务法案（Digital Services Act，DSA）为平台透明度提供了里程碑框架，第40条允许经审查的研究人员访问主要在线平台的数据。然而，显著的法律、技术和组织障碍仍阻碍了对系统性在线风险的有效研究。本文概述了第40条程序所暴露的关键挑战，并提出实用措施，以确保DSA实现其透明度和问责制目标。
