公共部门中的开源软件：25 年仍处起步阶段

摘要
开源软件（OSS）的采用与协作在工业界激增，使其普遍存在于商业产品与共享数字基础设施中。然而在公共部门，由于监管、文化和能力相关挑战等诸多障碍，对 OSS 的认知与采用仍处起步阶段。本特刊是一份行动呼吁，强调研究与实务均需缩小差距，有选择地迁移并适配现有知识，以及生成新知识，以使公共部门能充分释放 OSS 所具潜在益处。
