摘要
受频谱拍卖领域近期发展的启发，我们试图为完整的频谱许可程序提供一个综合框架。我们确定了政府在设计许可程序时需要决定的各种问题，以及每个问题可用的各种选项。我们还深入研究了每个选项如何影响整体程序，并结合过去的理论和实践结果进行了分析。最后，我们论证了如何将两种最广泛使用的频谱拍卖机制的优点结合起来，形成我们提出的混合多轮拍卖机制。
