斯里兰卡COVID-19信息系统响应的敏捷性构建：实践建议

摘要
COVID-19大流行考验了各国信息系统快速响应未预期需求的能力。本文分析了斯里兰卡构建COVID-19大流行信息系统响应的敏捷性的社会技术决定因素。我们采用定性研究方法探讨斯里兰卡COVID-19监测系统实施案例。针对高层多部门治理、轻量级数字平台的使用以及利用现有能力与基础设施，提出了三项关键实践建议。
