摘要
我们认为，文献[G. Plunk and T. Tatsuno, Phys. Rev. Lett. {\bf 106}, 165003 (2011)]中给出的关于转移的约束条件并不正确，这些约束条件不能给出转移和/或级串方向，而级串方向可借助本评论中遵循Kraichnan [R. H. Kraichnan, Phys. Fluids {\bf 102}, 1417 (1967)]方法计算的绝对平衡来辅助确定。根据基本动力学，可以证明其中关于仅有一个对角分量或没有对角分量的转移的重要陈述之一是不恰当的。文中指出了一些数学错误。
