摘要
本文运用博弈论论证，与主流观点不同，超级人工智能（ASI）的停滞措施可能符合各国的自身利益。通过形式化地建模地缘超级大国之间的战略互动，模型化了技术至上权与不可控 ASI 灾难性风险之间的权衡。分析揭示，随着失控成本相对于其他参数的 perceived cost 增加足够高，就成为每州的自身利益所需的停滞措施。我们进一步提供了实证证据，表明全球对 ASI 风险的 perceived cost 正在上升，使得在当前地缘政治格局下，稳定且理性的停滞措施日益可行。
