作为IT治理工具的软件规模度量

摘要
本文提出一种新的软件功能规模度量，其源自功能点分析（FPA），但克服了后者若干已知缺陷。统计结果表明，在新度量——功能元素（EF）及其子度量——事务功能元素（EFt）与分析数据背景下，其与软件开发工作量的相关性高于FPA。本文阐明了该新度量作为改进IT治理的工具，具体应用于评估、监控以及为软件开发领域提供指导。

The metric proposed (Functional Element) has been used in public procurement in Brazil by the Brazilian Federal Court of Accounts since 2018
