摘要
随着关键国家基础设施日益易受网络攻击，其防护成为任何组织和国家的重大问题。此外，溯源能力是避免网络空间中罪责豁免的关键要素。在本文中，我们提出关键基础设施面临的主要威胁以及一国可采取的防护措施，并按法律、技术、组织、能力建设和合作方面进行分类。最后，我们概述了当前关于网络溯源与网络维和的方法与实践。
