定义恰当的指标以正确表征量子计算机的性能，对计算系统的使用者和开发者都至关重要。在本白皮书中，我们确定了量子计算性能的三个关键属性：质量、速度和规模。质量与规模分别由量子体积和量子比特数衡量。我们提出一种速度基准，通过对量子体积实验的更新，允许测量每秒电路层操作数（CLOPS），并指明经典与量子组件如何在提升性能中发挥作用。我们规定了测量CLOPS的步骤，并用其表征了一些IBM Quantum系统的性能。
