我们以一个案例研究的形式，描述了天文台（JCMT）与数据中心（CADC）之间的合作，该合作促成了JCMT科学存档（JSA）的开发。JSA是一个成功范例，展示了从起步阶段就采用虚拟天文台（VO）技术的服务设计。我们描述了该方法的动机、过程与经验教训。
