通过平流层内运行的高空平台进行移动通信是一个已提出数十年的构想。然而在过去几年中，随着技术的近期进展以及3GPP和ITU等标准化与监管机构的并行推进，这些构想获得了相当大的发展势头。在本文中，我们给出了关于HIBS——作为IMT基站的高空平台站（High Altitude Platform Stations as IMT Base Stations）——的全面概述。我们从技术角度以及3GPP中的标准化和频谱方面，梳理了可能的用例并总结了当前发展状态。随后我们给出初步的系统级仿真结果，以阐明HIBS的性能。最后我们指出了若干未来研究方向。
