Local freeness in frame bundle prolongations of $C^\infty$ actions

Abstract

Let GG~be a real Lie group and let GG^\circ be the identity component of~GG. Let GG~act on a CC^\infty real manifold~MM. Assume the action is CC^\infty. Assume that the fixpoint set of any nontrivial element of~GG^\circ has empty interior in~MM. Let n:=dimGn:=\dim G. Assume n1n\ge1. Let FF be the frame bundle of~MM of order n1n-1. We prove: there exists a GG-invariant dense open subset~QQ of~FF such that the GG-action on QQ has discrete stabilizers.
