Abstract
A QCD-Pomeron composed by two non-perturbative gluons with a dynamically generated mass, is constructed in a gauge invariant way. The gluon propagator is infrared-finite. The model properly describes data on elastic scattering, exclusive production in deep inelastic scattering (DIS) and the -nucleon total cross-section in terms of a single gluon mass ~GeV. The total cross sections of hadrons with small radii, such as , are very sensitive on the effective gluon mass.
