Abstract
This paper shows that a functorial version of the "higher diagonal" of a space used to compute Steenrod squares actually contains far more topological information --- including (in some cases) the space's integral homotopy type.

44 pages. Accepted for Topology and its Applications. AFTER approving the proofs, I found two typos in the statement of the main result (2 characters out place) in the introduction. The statements of the main result in the paper's interior are correct
