Primes with small primitive roots

Abstract

Let δ(p)\delta(p) tend to zero arbitrarily slowly as pp\to\infty. We exhibit an explicit set S\mathcal{S} of primes pp, defined in terms of simple functions of the prime factors of p1p-1, for which the least primitive root of pp is p1/4δ(p)\le p^{1/4-\delta(p)} for all pSp\in \mathcal{S}, where #{px:pS}π(x)\#\{p\leq x: p\in \mathcal{S}\} \sim \pi(x) as xx\to\infty.
