A Quantum-Secure Niederreiter Cryptosystem using Quasi-Cyclic Codes

Abstract

In this paper, we describe a new Niederreiter cryptosystem based on quasi-cyclic m1m\frac{m-1}{m} codes that is quantum-secure. This new cryptosystem has good transmission rate compared to the one using binary Goppa codes and uses smaller keys.
